You can get a fire battlestaff at Zaff's Superior Staffs! in Varrock, it is run by Zaff. The fire battlestaff costs 16 379 coins and grants an infinite supply of fire runes when worn. The fire battlestaff requires lv 1 magic and lv 30 attack to be worn. It offers a good melee attack bonus as well as the same magic strength bonus as the staff of fire.
