The Bronze scimitar requires an Attack level of 1 to wield. It can be purchased for 42 coins in Zeke's Scimitars shop located in Al-Kharid. It can also be made by using the Smithing skill. This requires a smithing level of 5 and 2 Bronze bars and will grant 200 smithing experience.
