Copper ore along with Tin ore are the lowest required level of ores that you can mine.

It's required to create Bronze bars, the start of the Smithing skill. Tin ore can be found all throughout the world, and can always be found next to Tin ore if found in a mine. Find it at Barbarian village or the Dwarven mines.
