A Ghostspeak amulet can be obtained from the cupboard in the garden of Frenkenstrain's Castle. It is used in the Rest in Pieces quest to be able to obtain several body parts by being able to talk to ghosts. You need to wear the amulet to be able to use it's ghostspeak properties.
It also enables players to make use of things like the bank in Port Phasmatys.
