Observatory assistant can be found in the Observatory located north of Castle wars. Players can talk to him to get a hint about the location of the Shooting star. The hints and possible locations can be found here. When talking to the assistant while the star has not yet landed he will simply say "I'm afraid I can't predict the future. I can only tell you once the star has landed".
