You can get a water battlestaff at Zaff's Superior Staffs! in Varrock, it is run by Zaff. The water battlestaff costs 16 379 coins and grants an infinite supply of water runes when worn. The water battlestaff requires lv 1 magic and lv 30 attack to be worn. It offers a good melee attack bonus as well as the same magic strength bonus as the staff of water.
