A Godsword blade is one of the ingredients required to create any of the four Godswords. The blade can be combined with any Hilt to yield its corresponding Godsword, a process which has no requirements.
Constructing the Godsword blade, however, requires all three Godsword shards to be combined at an anvil. This process requires a Smithing level of 90 and yields 1,066 smithing experience.
