The Jailer can be found in the Barbarian dungeon just past the Hill giants, near the Black knights. He drops the Dusty key which is needed to unlock the door that leads from the Lesser demons to the Blue dragons. Players with an active membership and an Agility level of 45 will not need the key as they can take the shortcut to the blue dragons located at the start of the dungeon.
