Rune gloves require lv 30 defence, lv 50 strength and lv 61 hitpoints to be worn. They can be purchased for 42820 coins from the armour shop in Barbarian village and are dropped by bloodvelds and cave horrors as an uncommon drop. They provide good stats for melee, range and magic for both attack, defence and strength bonus.
