The Iron battleaxe requires an Attack level of 1 to wield. It can be obtained as a drop from various Monsters. It can be purchased for 69 coins in Bob's Axes shop located in Lumbridge and Port Sarim. It can also be made by using the Smithing skill. This requires a smithing level of 25 and 3 Iron bars and will grant 540 smithing experience.
