The Iron dagger requires an Attack level of 1 to wield. It can be purchased for 47 coins in the Weapon shop located in Varrock and Barbarian village. It can also be made by using the Smithing skill. This requires a smithing level of 15 and 1 Iron bar and will grant 100 smithing experience.
