The higher the difference is between the required mining level and your own mining level, and the better pickaxe you use, the faster you will mine the rock. However, after a certain difference, it will not be faster anymore. You can obtain at least 4 ores per rock before it switches into an empty state. The higher level rocks contain around 8-12 ores.

Pickaxes
You will need a pickaxe to start off with, and there are several classes of pickaxes ingame, up to the Promethium pickaxe. Most pickaxes can be bought from Flynn's Pickaxe store. Flynn runs the shop and he can be found next to the furnace in Falador. The Dragon pickaxe can be obtained with 10,000 Stardust from the Shooting star distraction and diversion.
Pickaxes can be used from the inventory to mine with, but you can also equip them, saving one inventory space. This requires a certain Attack level though.
Click on a minable rock while having a pickaxe in your inventory to start mining.

You can mine Gems of all kinds (Sapphire to Dragonstone), except Opal at the Island of Neitiznot. You can reach the Gem rocks if you have an Agility level of 65.
